There is hereby established a Park and Recreation Advisory Board, which shall consist of seven members: one member to be a Council Member selected by a majority vote of Council. The Board of Education of the Vandalia-Butler City School District shall select one member from the Board of Education (such appointee to be a resident of Vandalia) or a resident of the City selected by the Board of Education of the Vandalia-Butler City School District. The appointee of the Board of Education of the Vandalia-Butler City School District must be approved by the City Council. The remaining five members to be appointed by Council by a majority vote. The five members appointed at large by Council shall serve for terms of four years, except that the members first appointed shall be appointed for such terms that the term of one member shall expire annually thereafter. No officer or employee of the City shall be eligible to the appointive memberships last mentioned. Members of such Board shall serve without pay. Vacancies in the Board occurring other than by expiration of term shall be for the unexpired term and shall be filled in the same manner as original appointments.
