(a) Council. Council may, at any time, by resolution, amend, supplement, revise, delete or update any rule, policy or procedure contained in the Personnel Policy and Procedures Manual, except for those policies and procedures contained in Chapter 4, Civil Service Procedure-Employment and Promotion, and in Chapter 14, Civil Service Procedure-Appeals of Disciplinary Action, which it feels, in its discretion, would provide for a more orderly and up-to-date policy of management of the employees of the City.
(b) Civil Service and Appeals Board. The Civil Service and Appeals Board may amend, supplement, revise, delete or update any rule, policy or procedure in Chapter 4, Civil Service Procedure-Employment and Promotion, and in Chapter 14, Civil Service Procedure-Appeals of Disciplinary Action, which it feels, in its discretion, would provide for a more orderly and up-to-date policy of management of the employees of the City.
