(a) There is hereby established a Division of Fire, which shall be under the management and control of the Director of Public Safety and which shall protect the lives and property of the residents of the City.
(b) Membership in the Fire Division shall be on a volunteer basis and shall be subject to such general rules and regulations as may hereafter be issued by the Director.
(c) The Fire Division shall be classified by the Director as required by law.
