234.04   WATER AND SEWER FUNDS.
   (a)   The year end balances in the Water Fund and Water Construction Fund shall be consolidated under one fund to be known as the Water Fund.
   (b)   The year end balances in the Sewer Fund and the Sewer Construction Fund shall be consolidated into one fund to be known as the Sewer Fund.
