220.08   CITIZEN AWARDS.
   (a)   Council is hereby authorized to purchase and present awards to deserving citizens for their achievements and accomplishments.
   (b)   The Director of Finance is hereby directed to honor any motion, ordinance or resolution passed by Council pursuant to subsection (a) hereof and to pay for such awards out of the General Fund of the City.
