(a) Amending Rules. These rules may be amended or altered or new rules adopted by a majority vote of all members elected to Council.
(b) Other Rules. Except as otherwise provided, proceedings of Council shall be governed by the City Charter and Robert's Rules of Order, and it shall be the duty of the Mayor to adhere to and enforce such rules together with the rules herein set forth.
