(a) Place. All meetings of Council shall be in the Council Chamber at the City Building unless otherwise ordered by Council.
(b) Public Meetings. All meetings of Council or committees thereof shall be open to the public. However, Council may recess for the purpose of discussing in a closed session limited to its own membership and such other persons it may designate, any matter which involves the personnel or which is a confidential nature of the City or any matter which would prejudice the character or reputation of any person, provided that the general subject matter for consideration is expressed in the motion calling for such session and that final action thereof shall not be taken by Council except as an agenda item at a public meeting.
(c) Regular Meetings. Regular meetings of Council shall hereafter be on the first and third Monday of each month at 7:00 p.m. unless otherwise ordered by motion, resolution or ordinance. When the day fixed for any regular meeting of Council falls upon a day designated by law as a legal or national holiday, such meeting shall be scheduled to be held at the same time and place on any day fixed by Council.
(d) Summer Schedule. During the months of June, July and August, Council shall be on a summer schedule and shall meet at such times as shall be set forth in a resolution of Council establishing a summer schedule. In the event that Council fails to pass a resolution establishing a summer schedule, meetings during the months of June, July and August shall be held pursuant to subsection (c) hereof.
(e) Emergency Meetings. Emergency meetings may be called at any time by the Mayor, City Manager or any three members of Council upon at least twelve hours written notice to each member of Council served personally on each member or left at his or her usual place of residence. Each notice shall state the subject to be considered at the meeting and no other subject shall be then considered unless all members of Council are present. The order of business of the emergency meeting of Council shall be transacted in an order to be fixed by the Mayor unless Council by majority vote suspends this rule and changes the order.
(f) Quorum. The majority of all members elected to Council shall be a quorum to do business but a lesser number may adjourn from day to day and compel the attendance of absent members. (Ord. 75-12. Passed 5-5-75.)
(g) Order of Business. The business of all regular meetings of Council shall be transacted in the following order unless Council by a majority vote suspends the rules and changes the order:

(2) Moment of reflection
(3) Invocation and Pledge of Allegiance
(4) Approval of minutes of previous meeting
(5) Communications, petitions and awards
(6) Public hearings
(7) Comments from interested citizens

(10) Resolutions
(11) Ordinances, first reading
(12) Ordinances, second reading
(13) Ordinances, emergency

(h) Preparation of Agenda. The City Manager shall prepare and have distributed to each member, prior to any regular meeting, an agenda of items to be considered at such meeting. Any citizen may address Council under "Comments From Interested Citizens." In order for any item of business to be placed on the agenda, it must be submitted in written form to the office of the City Manager before 12:00 noon of the Wednesday last preceding the day of the last regular Council meeting. (i) Reading of Minutes. Unless a reading of the minutes of the previous meeting is requested by a member of Council, such previous minutes may be approved and accepted as recorded without reading if the Clerk of Council has previously furnished each member with an opportunity to review the minutes of such meeting.
