(a) The City Manager may, where appropriate, participate in joint bidding programs for the purchase of materials, supplies and equipment conducted by other governmental entities or associations whose membership is composed of multijurisdiction governmental agencies.
(b) The City Manager shall participate in such joint purchasing programs only when it appears that opportunity for competition is afforded, that proposals solicited are upon precise specifications and that such participation is to the City's advantage.
