SECTION 9-8.   RESULTS OF ELECTION.
   If an ordinance of initiative receives a majority vote in favor thereof, it shall be considered an ordinance of the city. A referred ordinance which is not approved by a majority of the electors voting thereon shall be deemed repealed.
   If the provisions of two or more ordinances adopted or approved at the same election conflict, the ordinance receiving the highest affirmative vote shall prevail.
   Ordinances shall be subject to referendum as provided by this Charter; and if the ordinance was adopted as a result of a referendum election, the effective date shall be the date the results are certified by the Board of Elections. Initiative Ordinances approved by voters, shall not be repealed or amended by Council, but shall be subject to referendum.
