Ordinances submitted to vote of the electors in accordance with the initiative and referendum provisions of this Charter shall be submitted by title, which shall be prepared in all cases by the City Attorney upon direction of Council. The title shall be a clear, concise statement, descriptive of the substance of such ordinance. Immediately below the title the propositions "For the Ordinance," "Against the Ordinance," shall occur.
Any number of ordinances may be voted upon at the same election.
