SECTION 9-4.   FILING, EXAMINATION AND CERTIFICATION.
   All petition papers relating to either initiative or referendum shall be assembled and filed with the Clerk of the Council as one instrument, who shall forward same to the county election authorities. Within twenty days the County election authorities shall determine the validity and the sufficiency of the petition and qualified electors according to law.
   Each petition shall satisfy the requirements of the general laws of the State of Ohio regulating such petitions except as otherwise provided in this Charter.
   If the petition is found to be insufficient due to the lack of required signatures, the committee of petitioners shall be notified by the Clerk of Council and given ten days in which to rectify the signature deficiency.
