SECTION 9-2.1   REMAND OF ZONING DECISION.
   The electors shall have the power to approve or reject at the polls any legislative change, modification or addition to the Zoning Code of the City excluding variances and conditional use permits.
   A petition, signed by qualified electors equal in number to at least five percent of the qualified electors of the City, presented to Council, shall require the Council to remand the decision to the electors, without Council taking a vote thereon.
   Council shall cause such changes, additions, modifications, or variances to be published not less than two weeks before their formal consideration.
   All decisions of Council as described in this section which shall address the Zoning Code of the city shall take effect not earlier than thirty days from Council's final decision. Such decisions shall be subject to referendum in accordance with the procedures provided for in Section 9.2 of this Charter. (Amended 8-25-81; 3-4-08)
