SECTION 8-4.   BALLOTS.
   The ballots used in all elections provided for in this Charter shall be without party marks or designations.
   The names of all candidates for any municipal office shall be placed upon the same ballot and rotated in the same manner provided by the General Election Laws of the State of Ohio.
