SECTION 7-13. DISCHARGE OR REDUCTION.

An employee shall not be discharged or reduced in rank or compensation until he or she has been presented with reasons for such discharge or reduction, specifically stated in writing as provided in this Charter. The reason for such discharge or reduction and any reply in writing thereto by such employee shall be filed with the Commission.
