The unclassified service shall be exempt from competitive examination and shall include:
a. All officers elected by the people.
b. All directors of departments and their assistants.
c. The Manager.
d. Members of boards and commissions.
e. Clerk of Council.
f. Secretary to Manager, secretary to each department head, and secretary to each board and commission.
g. Unskilled labor.
h. Persons appointed to fill vacancies in elected offices.
i. All officials and employees appointed by the Council.
j. Provisional employees whose employment shall not exceed 120 days.
k. Any office or position requiring peculiar and exceptional qualifications.
l. Clerk of Courts.
