The Civil Service Commission and Appeal Board shall consist of three electors of the City of Vandalia: one elector appointed by the City Manager, and two electors appointed by the Council. Immediately after appointment, the Board shall organize by electing one of its members chairman. The Board shall appoint a Chief Examiner, without power of vote, who shall also act as secretary. The Board may appoint such other subordinates as may by appropriation be provided for.
Members shall be appointed for a term of four years and until their successors have been appointed and have been qualified.
Members of the Board shall not hold any other public office of the City of Vandalia.
Vacancies and reappointments shall be filled by the agency or person making the original appointment.
