It shall be the duty of the Board of Zoning Appeals to hear and determine appeals made for exceptions to and variations in the application of the provisions of the zoning ordinance.
All recommendations shall be decided by an affirmative vote of at least three of its members. The findings and recommendations of the Board of Zoning Appeals shall be presented to the Council for final decision.
