There shall be a Board of Zoning Appeals composed of five electors appointed by Council. The first appointed electors shall serve: three for three years, one for two years, and one for one year. Thereafter, appointments shall be for three-year terms. Council by a majority vote of four of its members shall choose a successor to fill any vacancy.
