Any aggrieved party or parties alleging that there is an error in any order, requirement, decision or determination made by the Administrative Officer in regard to zoning may appeal to the Board of Zoning Appeals by filing a petition with the Clerk of Council within fifteen days of the date of decision, stating the facts of the case.
The Board of Appeals shall hear any petitioner not later than thirty days after the petition has been filed with the Clerk of Council. All recommendations shall be decided by an affirmative vote of at least three of its members. The findings and recommendations of the Board of Zoning Appeals shall be presented to Council for final decision.
