SECTION 6-14.   DISCIPLINARY ACTION.
   The Chiefs of Police and Fire and all other department heads shall have the right to discipline any of the officers or employees in their respective divisions who may be under their management and control for incompetence, neglect of duty, or serious actions unbecoming their office or job. Disciplinary action must have the approval of the department director.
   If any officer or employee be disciplined as herein provided, the director of the department shall certify the fact in writing and state the reason to the Civil Service Commission and Appeal Board.
