SECTION 6-5.   DEPARTMENT OF FINANCE.
   The Director of Finance shall have knowledge of municipal accounting and taxation and shall have had experience or training in budgeting and financial control.
   The Director of Finance shall be the Chief Fiscal and Accounting Officer of the city and shall have the powers and duties necessary to the Department of Finance, and as now or hereafter prescribed by this Charter, the Ohio Constitution, and the ordinances of Council.
   As Accountant he or she shall require daily departmental reports of receipts of monies, expenditures, and balances in such form as may be prescribed by the City Manager.
   Upon the death, resignation, removal, or expiration of the term of any officer or official, the Director of Finance shall examine the accounts of such officer or official and report his or her findings to the City Manager.
   At the end of each fiscal year, as determined by the City Manager, he or she shall prepare for the Manager a full budgetary report and an inventory of city properties and holdings.
   The Director of Finance shall cause to have published annually the report of the findings of city finances through audit by a certified public accountant.
