Every ordinance or resolution, in full or summary form, shall be published at least once within ten days after its final passage or adoption. Copies of the ordinance in the form it was adopted shall be made available for public inspection in the office of the municipality.
Publication shall be in a newspaper of general circulation in the City of Vandalia; or published on the City’s web page and posted at the municipal building and two other public buildings within the City.
Emergency measures shall also be published as aforesaid, but said requirement shall not postpone the immediate taking effect thereof.
