SECTION 4-5.   FINAL ADOPTION.
   The affirmative vote of at least four members of Council shall be necessary for the final passage of any ordinance unless otherwise provided by the Charter. A resolution may be enacted on a formal motion by a majority vote of the members of Council present unless otherwise provided by the Charter.
   Unless the ordinance shall specify a later date, the effective date of any ordinance shall be thirty days after adoption except as otherwise provided in this Charter or by the Constitution of the State of Ohio. A resolution takes effect immediately upon its adoption.
   Every ordinance or resolution upon its final passage shall be recorded in a book kept for this purpose, and shall be authenticated by the signature of the presiding officer and the Clerk of the Council.
