SECTION 3-6.   VICE MAYOR.
   At each organizational meeting, the Council shall elect by a majority vote one of its members as Vice Mayor. If Council should fail to elect a Vice Mayor within thirty days, the position shall be by appointment by the Mayor. The Vice Mayor shall have and exercise all powers, including judicial powers, during the temporary absence or disability of the Mayor and shall succeed to his or her office for the remainder of the unexpired term in case of any vacancy therein.
   In the event the Vice Mayor succeeds to the office of Mayor, the Council must elect by a majority vote another of its members to fill the unexpired term of the Vice Mayor. This action must be taken at the first meeting of the Council following the succession to the office of the Mayor by the Vice Mayor. If the Council should fail to fill the unexpired term of the Vice Mayor at the first meeting of the Council following the succession, the position shall be filled by appointment of the Mayor.
