SECTION 3-5.   MAYOR.
   Until January 1, 1988, at each organizational meeting, the Council shall elect by a majority vote one of its members as Mayor. For a term beginning January 1, 1988, the Mayor shall be elected by separate ballot from the municipality at large for a four-year term. The Mayor shall be a Councilmember and have the right to vote on all issues before the Council, but shall have no power of veto. The Mayor shall, in addition to his or her powers, rights, and duties as a member of Council, preside at meetings of the Council and shall be recognized as the official head of the City of Vandalia for all ceremonial purposes; by the Governor for military purposes; and by the courts for the purpose of serving civil process. The Mayor shall perform all other duties prescribed for him or her in the Charter and such other duties as may be officially imposed upon him or her by any measure of Council and not inconsistent with the provisions of this Charter. The Mayor shall have all judicial powers as now or hereafter are provided by the laws of the State of Ohio. (Amended 5-7-85)
