SECTION 3-3. SALARIES.

The salary of councilmen shall be established by ordinances. Additional compensation may be allowed for the Mayor and/or Vice Mayor. Salaries shall not be increased at intervals oftener than four years. The effective date of an ordinance increasing salary of councilmen shall begin four years after ordinance adoption.
