The City of Vandalia shall have authority to exercise all powers of local self-government and to adopt and enforce within its limits such local police, sanitary, and other similar regulations, as are not in conflict with general laws.
In addition to the powers expressed or implied in this Charter, the City of Vandalia, through the official acts of its legislative body, shall have and may exercise all other powers which are possible under the Constitution and laws of the State of Ohio.
The listing of particular powers by this Charter shall not be held to exclude other powers to which the City of Vandalia, under the Constitution and laws of the State of Ohio, is entitled.
