If at any time during or after an inspection of the facilities by the ASO, it is the determination of the officer that the “Standards for Primary and Secondary Enclosures” as set forth in Appendix A to Ord. 28 are inadequate for keeping any species or any individual animal of a species, the ASO shall not issue a permit and shall recommend to the County Manager necessary changes to the standards sufficient to protect the public.
