At any time after the receipt of an application referred to herein, the ASO shall be authorized to inspect the premises at any reasonable time and shall file a written report of his or her findings with the County Manager. Inspections for compliance with this subchapter shall be carried out by the ASO(s) and/or other appropriate and qualified individuals who are so designated or appointed by the Board of County Commissioners. In case of an emergency, reported escape, or if the ASO has reasonable grounds to believe the owner has committed a violation of this subchapter, the owner shall immediately make the premises available for inspection.
