Any person who violates any provision of this chapter including the placing, scavenging, discarding, disposing, leaving or dumping of articles forbidden by the chapter, for each day or portion thereof the articles or matter are left, shall constitute a separate offense. That person in violation of this chapter shall be punished by a fine of $100 or imprisonment not exceeding 30 days or both for each offense.
