(A) No refuse collector or other person shall dispose of refuse, except by 1 of the following methods:
(1) Burying it in a safe and sanitary manner approved by the Health Director;
(2) By burning refuse in an incinerator of a type approved by the Health Director as safe and sanitary; or
(3) By burying refuse in a sanitary landfill that is designed, operated and equipped in accordance with G.S. Chapter 130A and any other applicable local or state law.
(B) This section shall not be construed to prevent any person from properly disposing of refuse from his or her own residence or business establishment.
