Public or private roads within, abutting or adjacent to a proposed subdivision shall be designated on the preliminary and final plats and shall be arranged consistent with the use, character, extent, width, grade, proposed and existing transportation patterns, topographical and natural features, shall enhance public convenience and safety and shall be constructed and maintained to the standards of this chapter, the minimum construction standard established by the NC Department of Transportation or the standards of the American Association of State Highway Officials. If there is a conflict between any of these standards, the more restrictive shall apply.
