No refuse collector shall transport refuse in a conveyance that has not been approved by the Health Director. The conveyance shall be leak-proof and covered with a canvas or other substantial material, unless it is constructed in such a manner as to prevent leakage or spillage of the refuse. Truck beds in which garbage is hauled shall be cleaned daily.
