(A) This chapter is to establish procedures and standards for the development and subdivision of land within Vance County and will provide orderly growth and development by regulating and guiding the establishment of county subdivisions, private and public roads and reservation of rights-of-way pursuant to G.S. §§ 136-66.10 or 136-66.11.
(B) Further, it will help with the distribution of population and traffic in a manner that will enhance public health, safety and welfare while protecting the environment and will promote a sound economically stable community.
