§ 153.07 BASIS FOR ESTABLISHING THE SPECIAL FLOOD HAZARD AREAS.
   (A)   The Special Flood Hazard Areas are those identified under the Cooperating Technical State (CTS) agreement between the State of North Carolina and FEMA in its Flood Insurance Study (FIS) dated December 6, 2019 for Vance County and associated DFIRM panels, including any digital data developed as part of the FIS, which are adopted by reference and declared a part of this chapter.
   (B)   The area surrounding Kerr-Lake, established and managed by the U.S. Army Corps of Engineers (also known as Corps Property), includes a 320 foot elevation established by U.S. Army Corps of Engineers (also known as the 320 line). This elevation is not under the jurisdiction of Vance County to modify. Property located outside the 320 line and not located in the special flood hazard areas identified in this chapter shall not be required to elevate construction. Only properties located inside the Special Flood Hazard Area are required to meet the requirements of this chapter.
   (C)   Flood insurance is not a requirement by Vance County for property owners to purchase. It is recommended, however, as further protection for construction in the identified flood hazard areas. Mortgage companies-banks may require flood insurance to be purchased, but this applies only to properties located inside the special flood hazard area as identified in this chapter.
   (D)   In relation to new construction and logging operations in Vance County, for the Roanoke River Basin and Tar Pamlico River Basin (in Vance County), new construction and logging operations shall comply with all local, state and federal regulations.
