The City Council of the City of Henderson and the Board of County Commissioners of the County of Vance, herein called “governing bodies,” hereby find and declare that it is desirable that a Human Relations Commission be established and maintained in Vance County, including the City of Henderson, pursuant to the provisions of G.S. §§ 160A-492 and 153A-445.
