(A) Whenever any junked motor vehicle is left on private property, the vehicle may be removed by the county after notice has been duly given to the property owner.
(B) The vehicle may be removed by or under the direction of a county law enforcement officer or other duly authorized county personnel.
(C) No vehicle shall be removed from private property unless the same has been declared by county authorities to be a health, fire or safety hazard, a threat to protection of property values, or causing detriment to community appearance.
