If a motor vehicle is abandoned on private property, it shall be the duty and responsibility of the property owner to cause the removal thereof immediately and to pay all costs incident to the removal. It shall be unlawful for any person to allow a junked vehicle to remain on private property owned by him or her after due notice to have the vehicle removed.
