A motor vehicle shall be deemed to have been ABANDONED or JUNKED for the purposes of this subchapter in the following circumstances:
(A) The vehicle fails to display a current license plate;
(B) It is partially dismantled or wrecked; or
(C) It is incapable of self-propulsion or being moved in the manner for which it was originally intended.
