Upon acceptance and approval of the foregoing provisions by the City Council, and by virtue of the powers given to the Department of Water Works herein, the City Council further adopts by reference and grants to the Department of Water Works all powers, duties and rights set forth in I.C. 8-1.5-4, as amended, together with all other rules and regulations governing the same.
