No person shall, without written authority from the General Manager of Water Works, change, modify, break or in any way or manner interfere with or injure, deface or remove any part or parcel of the Water Works or place or deposit any earth or other material in any public or private hydrant or shut off valve boxes, or in any way interfere with the use of any part or attachment connected with the Water Works. Tampering, modifying or destroying of meters is prohibited.
