Pursuant to the provisions of an Act of the State General Assembly entitled, “An Act authorizing cities and towns owning and operating water works to create a Department of Water Works, establishing a water district and the boundaries thereof, providing for a building extension and additions to such Water Works and for the operation, maintenance and management thereof, authorizing the issuance and sales of bonds payable solely from revenue of such Water Works, matters connected therewith,” a Department of Water Works in the city is hereby created, which Department of Water Works shall be subject to the provisions of the Act.
