The Building Commissioner may issue a partial certificate of occupancy for part of a building, structure or site prior to the occupancy of the entire building, structure or site provided that such portions of the building, structure or site are in conformity with the provisions of this and all other pertinent ordinances. Partial certificates of occupancy will not be issued on one and two family dwellings.
