(A) The City Board of Public Works and Safety is hereby directed to create and implement an emergency warning system.

(B) The Board is hereby authorized to assign extra duties to any personnel of the city that may be necessary to carry out the intent of this section and to take whatever action the Board may deem necessary in this regard.

(C) The system shall be reduced to writing upon its adoption by the Board and shall have the same force and effect as aby ordinance of the city.

(D) The Board is further directed to publicize the full contents of the system in any manner they deem sufficient to notify the citizens with regard to the method of implementation of the system.
