§ 35.33 RECEIPT OF PROPOSALS FOR CERTAIN TYPES OF SUPPLIES; PURCHASE OF SERVICES.
   (A)   The Purchasing Agent may determine that it is not practical nor advantageous to purchase certain types of supplies by sealed competitive bidding.

   (B)   Under these circumstances the Board of Public Works and Safety may receive proposals for purchases of supplies.

   (C)   The Purchasing Agent shall determine the types of supplies to be purchased by receiving proposals and shall designate the supplies in writing by resolution of the Board of Public Works and Safety.

   (D)   The city determines that each city agency and department may purchase services except for the services of attorneys in whatever manner the purchaser determines to be reasonable. Only the head of the Department of Law may purchase the services of attorneys.

   (E)   The Purchasing Agency may not require any city agency, department or office to purchase services in any particular manner.
