§ 116.09 SAFETY CHECK REQUIRED.
   (A)   At the time of the presentation of an application for a license, or at the time of renewal of a permit, a thorough and complete check and inspection shall be made of each taxicab by authorized agencies of the city to determine if each taxicab is in safe condition for the transportation of passengers. Accompanying the application shall be a certificate signed by the proper city authorities indicating that an inspection had been made of the vehicle for which a license is requested and that the vehicle is in a safe condition and suitable for use as a public conveyance.
   (B)   The Clerk-Treasurer shall not issue a permit either originally or as a renewal unless the certificate is presented with the application. The certificate shall at all times be prominently displayed in each taxicab.
