(A) Establishment. The city is authorized to establish a City Plan Commission, which Commission shall have the power to exercise jurisdiction outside the city limits as provided by law.

(B) Membership. The Commission shall consist of nine members. It shall be composed of the City Engineer, a Park Board member, a Councilman, and six citizens appointed by the Mayor, of which not more than three shall be of the same political party. The citizen members of the City Plan Commission serve without compensation.

(C) Powers. The Commission has the power to establish its own rules and regulations within the statute, to appoint a secretary and professional consultants whom it deems necessary for the making of surveys, studies, maps, plans, charts, ordinances or any other data that fall within the scope of the Commission authority.
