(A) The fee for the license shall be $5 per week or $50 per year.

(B) Upon payment to the Clerk-Treasurer by an applicant of the license fee provided in division (A) above, the Clerk-Treasurer may make out and deliver to the applicant a license signed by the Mayor, attested by the Clerk-Treasurer, and sealed with the corporate seal of the city.

(C) No license granted under this chapter shall be transferred.
