A manual on proper right-of-way cuts is hereby adopted by reference and made part of this code the same as if set forth in full herein, and may be amended from time to time. Two copies of the manual shall be available for public viewing at all times in the City Engineer’s office. The manual, as amended, shall have the full force and effect of a municipal ordinance.
