§ 72.51 VEHICLE REMOVAL.
   (A)   After a snowfall great enough to cause the center of the street or highway to be plowed, all vehicles must be removed from that street or highway until both sides of the street or highway are plowed from curb to curb or ditch to ditch.
   (B)   In the event that a snowfall occurs which creates an emergency endangering the smooth flow of emergency vehicles and other traffic, the City Police Department may issue citations requiring the removal of the offending vehicles from city streets or highways within 24 hours of the issuance of the citation. During snowfalls the Police Department may designate the Street Superintendent its representative with the authority to issue citations.
   (C)   The Police Department shall make every reasonable effort to contact the owner or person exerting control over the vehicles within that time period. If the cars or vehicles are not removed within the 24-hour period, the city shall declare the cars or other vehicles to be a hazard to snow removal operations and cause them to be removed and the owner or person exerting control over the vehicle will then be responsible for the removal costs.
